Teacher must always mindful of the immense importance of the curriculum journey itself. The instructor must be aware of the diverse pathways a student may take to arrive these goals.
Teachers are constantly expanding and enhancing their teaching models

and learning strategies, offering the students innovative, interesting, and relevant learning

experiences. The relative strength of each force must be constantly measured and weighed against each other to

achieve curriculum balance. This process can be daunting, but with experience, the instructor

can craft long lasting learning experience for the student. What follows is a guide of best practices to help the teacher determine how to construct and implement a successful curriculum



Goal 2: Pursue Excellence in Research.
1. Create an organizational climate conducive
to research productivity and address the
research priority areas of the six centers:
Engineering and Architecture, Technology,
Advance Science, Mathematics, Marine
Biomodelling and Mariculture, and Policy
Studies, Education and Socio-Economics.
2. Enhance the visibility of MUST in the
national and international research arena.
3. Enhance access to research grants from
external sources (international, national, or
regional research funds).
4. Ensure intellectual property rights registration and licensing agreements
for transfer of technologies.
5. Aim for distinctive research awards.


=>Comments & Suggestions:
Research is designed to solve a particular existing problems so there is a much larger audience eager to support research that is likely to be profitable or solve problems of immediate concern. We also must understand how research impact our decision making. Most people make decisions without gathered informations to back them up. Only few do. The problem is most people aren't patient enough to put in the effort. Research requires time, effort, and sometimes money. We must work hard to make visible in international arena. We must have comprising experienced research committees.
Working as a team we can make our future brighter.


Goal 3: Pursue Excellence in Extension.
1. Develop capability and organizational culture for more productive
extension activities.
2. Utilize research outputs and package technologies.
3. Build up community outreach through community and campus-based
extension projects.
4. Provide consultancy services and expand networks.
5. Aim for distinctive extension awards and implement reward system.

=>Comments and Suggestions:
Identifying criteria of overall excellence in cooperative extension is a valuable exercise for the Extension system as well as for individual institutions. These criteria will enable the system to describe its strengths and differentiate itself from other agencies and organizations. Decision-making impacts cooperative extension and occurs almost exclusively within the university administration.

Goal 4: Establish the Center of Energy and Environment.
1. Create a research think-tank that will address policy and technical issues
related to energy and environment.
2. Become the leading National Research Institute in the fields of energy
and environment.
3. Commercialize sustainable technologies on energy and environment.


=>Comments and Suggestions:
In energy efficiency, we can conserve energy and money. We must working together in waste reduction to make our university environment clean. Also the greenways, water quality and the resources.

Goal 5: Promote Student Affairs, Welfare and Success.
1. Attract quality entrants to the University.
2. Promote the students’ wholesome and holistic development.
3. Continuously improve student performance in the Professional Regulation
Commission (PRC) proficiency exams.
4. Promote the students’ cultural awareness and appreciation of skills in the
arts.
5. Strengthen the reward system for student achievements.
6. Provide more scholarship grants to deserving students.


=>Comments & Suggestions:
Create and evaluate student learning outcomes for each service and program area and implement improvements based on assessment data and program review. Effectively prioritize and generate resources to enhance current offerings, seek efficiencies, and implement new initiatives and technologies. Strengthen and support collaborative partnerships to facilitate the work of the university in achieving its mission and goals. And promote student learning through student-centered values and actions.

Goal 6: Maximize Library and other Resource Support to the
Teaching, Learning, and Research Environment.
1. Upgrade library resources to University standards.
2. Develop and sustain the E-Library.
3. Restructure the library organization and facilities.
4. Produce instructional materials
and manuals.
5. Sustain efforts in resource sharing
and networking activities with
other organizations/institutions.


=>Comments & Suggestions:
Librarians have recently become much more actively involved in orienting to the libraries all the new students and tranferees. We all know that mostly students using computers rather than books. Some of the library books are old. The technology we use to apply and explore it, and that factor is the characteristics of our user populations. Increasing diversity in students’ age, ethnicity, and academic preparation, added to the increasingly interdisciplinary nature of academic curricula.

In building some laboratories is very helpful in all different deparments in our university. A facility that provides controlled conditions in which scientific research, experiments and measurement may be performed. For the successful execution of a project, effective planning is essential. It must consider environmental impact.

Goal 8: Implement Massive Information and Communications Technology (ICT) Development. 1. Fully automate management information systems. 2. Upgrade MIS infrastructure (hardware/network capability). 3. Enhance computing facilities in the main and external campuses. 4. Develop technology-enhanced teaching and learning environment.


=>Comments & Suggestions:
Educational systems that have been effective in the development of the human resource capacity and skills are needed in having more progressive.

ICT has been one of the main areas on which education systems in these

countries have placed significant focus.


Goal 9: Pursue Outstanding Human and Organizational Development. Sub-Goal A. Enhance Human Resources Management. 1. Recruit, retain and develop outstanding faculty and staff. 2. Promote the health and well-being of the MUST community . 3. Enhance recognition system for excellent performance. 4. Improve HR processes, systems and infrastructure to provide high levels of efficiency, quality and cost-effectiveness. Sub-Goal B. Ensure Quality in Administration and General Service Delivery. 1. Revise the existing University Code. 2. Implement innovative administrative systems. 3. Maintain excellent physical ambiance of the campus. Sub-Goal C. Build Institutional Strength and Reputation. 1. Pursue institutional development planning. 2. Create and maintain an organizational culture that supports the vision, mission, and values of the University. 3. Establish the institutional knowledge and data base system. 4. Ensure smooth flow of University news for internal and external audiences. 5. Foster good media and public relations. 6. Coordinate the University image building and branding.

Organization development is planned, organization-wide effort to increase an organization's effectiveness and viability. ICT has been one of the main areas on which education systems in these

countries have placed significant focus.We must have a higher education system that explored a variety of avenues for developing expertise in ICT, towards the end of harnessing its vast potential for enhancing education administration and for improving teaching and learning processes of the students. The introduction and sustainability of ICT in the education system can be very expensive, both in economic and human terms.


Goal 10: Ensure more Efficient and Effective Resource Management and Generation. 1. Manage budget efficiently and effectively to finance the University’s various programs and projects. 2. Maximize income potentials of income-generating projects.

=>Comments & Suggestions:
Effective Resource Management not only impacts profitability by optimizing utilization and minimizing bench time, can generate goodwill and loyalty. Effective Resource Management is possible if we know our project, know our people, automate manual processes, know what's coming and better coordination between offices/divisions/regions. We should take the time to find out what technologies people are interested in learning, and include them in continuing education and development programs, to develop deeper subject matter expertise, and build better morale and loyalty.

Obstacles in IT educational practice

In our world now, all countries are advanced in using technology, but we have some obstacles in using IT to educational practice. Here are some of the obstacles:

1. Network connectivity was poor- The network connectivity was poor especially in our country. It is not reliable and it could be disconnected anytime without our prior notices. The one reason for a network being disconnected could be virus or hacker attack, or cabling problem. This gives us frustration not pursue our educational practice through handling technology gadgets.

2. IT tools are getting too fast- We all know that technology is one of the fastest changing fields as compared to other field. The new model of hardware are have the higher processing power and with new enhance features. In our country, we have a slow changing of technology.

3. Lack of equipment- The equipment should also be available in students' computer lab so that they can access to the equipment conveniently.

4. Higher electricity consumption

5. Poor technical support- It would make negative impact on learners' desire to integrate IT tools in teaching. Support from technical staff is important to ensure learners can concentrate.

6. Lack of finance- Inappropriate of financial support.

7. Inadequate Infrastructure



We must admit that the problems are too hard to expensive. Lots of issues and challenges are involved but as soon, it will overcome our obstacles. We can overcome this obstacles in IT educational practice by improving quality of services, accountability and efficiency. In this study we can explore IT to enhance government-to-employee interactions in a government organization in a developing country. We have to develop organizational learning and teaching strategy. Training staff and students' in the use of technology and providing technical support. We must be responsible to enhance our IT educational practice by helping hand-in-hand. Also have modern IT facilities. We hope that our IT educational practice can make new opportunity and make our education in competent for the world.

They allow users to participate in a rapidly changing world in which work and other activities are increasingly transformed by access to varied and developing technologies. ICT can be employed to give users quick access to ideas and experiences from a wide range of people, communities, cultures and political issues. The new zealand has the world's highest access to telecommunications. Extending and deepining educational expriences and sharing those experiences to work towards further developing an innovative and thriving society. They are developing leadership skills, because leaders and facilitators with a sound of understanding of ICT and its use in teaching and learning are crucial to successful professional development. Supporting partnerships and community initiatives. The broad goal of the ICT strategy is to enhance the development of student's knowledge, undestandings, skills and attitudes through the appropiate and effective use of ICT. In hongkong, they are aims to harness the power of ICT to turn schools into dynamic and innovative learning institutions, where students can become more motivated, inquisitive, creative and independent lifelong learners. The components of the strategy are teacher enablement, curriculum and focus on software, hardware provision and the extension of infrastructure. In malaysia, the government has introduced various initiatives to facilitate the greater integration of ICT to improve capacities in every area of life, including the enhancement of education and training programs. 'Vision 2020, Malaysia's long term vision, calls for sustained, productivity-driven growth, only possible with a technologically literate, critically thinking workforce, prepared to participatefully in the global econamy of the 221st century. In australia, they provide education to those wholive in remote places in the outback. Australia has become a pioneer in using ICT for educational purposes. They are responsible for formulating national school education policy, including developing and implementing ICT policy and plans in education and improve student learning, opprtunities to offer flexible and to improve effieciency in business. Strategies include strethening programmes for school to adopt new paradigms of learning using ICTs and committing resources to the three key areas of professional development. In singapore, they develop an integrated and sustained model of professional development for IT in Education, promote an e-learning culture and create enabling structures to recognise and sustain teachers. In Philippines, they begun to re-conceptualize the policies and strategies of ICT in education towards life-long learning, in its Information and Communication Technology Plan. The Government believes that basic education should "evolve and nurture an ICT framework designed to enhance, broaden, strengthen and transform learning to develop the Filipino learner into a person who is excellence-driven. We can achieve our ICT by attaining a specified minimum level of information technology resources for educational institutions and government agencies and improving the quality of services and products. Our goal is within reach!
